voted for refusing to raise the debt ceiling in 2006, talking about president obama. >> let me give you a history. when i came to the congress in 1977, one of the first days i was there, tip o'neill saw me, said, you look like a nice young guy, we need somebody to carry out the trash. he said carrying out the trash is passing the debt limit increase. i spent five years. this is a crazy story, doing little else than going to my colleagues in the domestemocraty to get a vote in the debt ceiling. everybody wanted to vote against it because it could be used against them in the election. everybody knew it had to pass and every time it would pass by one or two votes after i worked on it for weeks and weeks. i said, this is crazy. everybody knows you have to pass it, you already spent the money, like going in a restaurant and saying, i don't want to pay the bill. that's cracrazy. we passed something called the gephardt bill when you pass the budget, you pass the debt ceiling automatically to accommodate those budget figures. yes, you're right. this issue raises all the deficit issues. it shoul

, every time i talk about how our foreign policy should be like colin powell's foreign policy, for five, six years, even before he endorsed barack obama the first time, i would get attacked for associating with colin powell's very conservative with a small "c" realist approach that republican presidents followed for years. it was the weinberger doctrine. it was the reagan doctrine. it was the powell doctrine. and suddenly, it became the doctrine of lefties? >> colin powell is a self-identified republican and has been for many, many years. and with each passing year, with each passing election cycle, the republican party, too many within the republican party, try to further estrange him from the republican party platform, from much of what is said publicly by a lot of republicans. colin powell is also a guy who has the ability and the belief that a lot of republicans -- not a lot -- but too many republicans and too many democrats don't have, he has the ability and the belief to put country ahead of party. and that's unfortunately something that's passe in washington. >> the problem, leig

, that there is so little trust that they feel that obama is bent on really achieving conquest over the republicans by the midterms, trying to isolate tea party republicans and not really coming to too much of a deal. you hear the president talk about, well, he'd be willing to make some modifications to the medicare program. i mean, he certainly is not willing to get into a negotiation over that because he thinks it's going to be one-sided. so can just underlines how far apart they are when it comes to any sort of big deal. and the more people i talk to around the hill, people who know the president, that we might be looking at much smaller deals to try to chip away at some of these issues rather than this concept of a grand bargain. >> chuck, we've gotten the new nbc news/"wall street journal" poll. horrible numbers for congress overall and pretty bad numbers for the republican brand. yet paul ryan yesterday coming out and as a leader sort of talking about we may need to be more accepting of the fact that we only control the house. we don't have the white house or the senate. can republicans do an
